Further details from Tuesday's call:

Programs serving as the related instruction component of a Registered Apprenticeship Program are deemed to satisfy certain employer-alignment requirements for Governor approval.

• Yes/no: does this program serve as part of an apprenticeship?:
• Ideally apprenticeship would be published, but may not be.
• similar to isNonCredit?
• could be Concept in WorkForcePell concept scheme used to classify

Which we could model as

Aside: it's a shame that we chose a boolean valued property isRegisteredApprenticieship instead of a more flexible property like apprenticeshipType with values :registered / :notRegistered as we could use that here with addition of a concept for Pell.

Anyway, if this meets the requirement we just need one more Concept, maybe in the same scheme as used for Pell related actions (issue #1056) with modification to the description.

I'm open to a non-boolean solution. Here's another thought: could this be a Learning Method? We have two related concepts for Learning Method:

• Apprenticeship: Learning through work that leads to a credential that is recognized by a relevant authority and is deliberately structured and supported to provide a progression of learning experiences.
• Work Based: Provides real-world work experiences that may be paid or unpaid and provided in group or individual formats normally outside the classroom.

Not sure either accurately captures an apprenticeship training program. Perhaps we could add another concept, such as Apprenticeship Instruction.

@jared-diener learningMethodType should definitely be in the mix. It's useful especially when the Credential that Program leads to is not published an so cannot be linked to. But as I understood it, this issue is about the part of program that leads to an apprenticeship that is delivered through "instruction" (e.g. learnMethod:Lecture)... at least that is what I understood by "the related instruction component". Does that make sense?
