Deploy pmacFilterControl application on PowerBrick under procServ

Start/stop controls, autorestart and logging are required for deploying in production.

It is now running under procServ, but needs to started when the brick boots.

I suggest we try adding service procServ start to /.readonly/etc/rc.local when we have time to fix it if it breaks things.
