raise RatesNotAvailableError("Currency Rates Source Not Ready")

Been getting this non-stop since last week.
Am I banned due to rate limit?
I accidentally tried to call the API 80,000 times.

Looks like it's https://theratesapi.com being broken and returning 504's after a 1 min timeout.

I encountered this now with version 1.9.2. Seems it is the same issue as mentioned by @erikvanzijst a few months ago.
