Consider wasi-sdk?

I know the wasi-sdk project is not a part of the bytecodealliance organization but it seems useful (to me, at least) to have an easy-to-use GitHub action for installing it in CI workflows. This seems as good a place as any for storing such an action. What do you all think?

I don't see any issue adding up wasi-sdk setup action in this repo, but I am also pretty new to this ecosystem. so I will ask around and see if it is ok to do so and get back to you here.

Any updates on that? this is needed if you want to compile rust+C (or just C)
