[BUG] Remove Sonarcloud

Describe the bug
Currently we use Sonarcloud, but it fails to run when a PR is proposed from a fork outside the repository.

To Reproduce

1. Open a PR
2. Wait for Cameri to run CI checks
3. CI fails on Sonarcloud step, external branch is not found in cameri/nostream repository.

Expected behavior
Sonarcloud does NOT run in CI checks.
