use `npm init <initializer>` to add scripts to package.json?

This would mean to make this a monorepo or add another repo called @inpyjamas/create-scripts to handle this. Since workspaces will land in npm7 I actually don't want to switch pnpm, yarn or lerna.
So from the time being a separate repo should be okay and could be imported into a monorepo if npm7 turns out to handle that well.
