[OGUI-1884] Improve lock action error log in case of unauthorized action

I have JIRA issue created

• branch and/or PR name(s) includes JIRA ID
• issue has "Fix version" assigned
• issue "Status" is set to "In review"
• PR labels are selected
• FLP integration tests were ran successful

PR which:

• remove the usage of native console.error and instead uses the webui-logger so that trace is not displayed
• improves the error log message
