Standardize changelog workflow to use `CALENS_APP_ID` / `CALENS_APP_PRIVATE_KEY` instead of the overloaded `TRANSLATION_APP_*` secrets.
Org-level secrets are already provisioned. Merge this before merging the corresponding `reusable-workflows` PR.
